Know When to Call the Emergency Service
Our out-of-hours emergency service is intended only for genuine emergencies that cannot safely wait until normal office hours.
Examples include:
- Significant water leaks causing damage
- Flooding Total loss of electrical power where neighbouring properties are not affected
- Complete boiler failure during cold weather where there is no heating or hot water
- Gas leaks
- Carbon monoxide alarms
- Major security problems following a burglary or forced entry
- Fire damage
- Other major issues that present an immediate risk to the property or occupants
Routine repairs and non-urgent maintenance should be reported during office hours through Fixflo.

Gas Leaks & Carbon Monoxide
A suspected gas leak or carbon monoxide emergency requires immediate action.
If you suspect a gas leak, smell gas inside the property or your carbon monoxide alarm is sounding:
- Leave the property immediately if it is safe to do so.
- Do not use electrical switches or anything that could create a spark.
- Do not smoke or use naked flames.
- Once you are safely outside, contact the emergency service.

Contact the National Gas Emergency Service immediately if you suspect a gas emergency.
Electrical Emergency
A complete loss of electrical power affecting only your property may require emergency assistance, particularly where there is an immediate safety concern.
Before contacting an emergency electrician, where it is safe to do so, check whether the issue is limited to your property and whether your consumer unit or circuit breakers have tripped.

Gas & Boiler Emergency
A complete boiler failure during cold weather, where there is no heating or hot water, can qualify as an emergency.
Before contacting the emergency engineer, only carry out basic checks that you can do safely. Do not attempt to repair the boiler yourself.

For suspected gas leaks, always follow the gas emergency guidance above and contact the National Gas Emergency Service on 0800 111 999.
Plumbing & Water Emergencies
A significant water leak or flooding that is actively causing damage should be treated as an emergency.
If you discover a serious leak:
- Take reasonable steps to prevent further damage if it is safe to do so.
- If you can safely access the property's water stopcock, turn off the water supply.
- Move belongings away from the affected area where possible.
- Take photographs of the damage.
- Contact the appropriate emergency service.
- Inform ELC as soon as possible.

Water Leaking From the Property Above
If water is coming from the property above, alert your neighbours immediately and ask them to stop the leak.
If they are not home, leave them a note. ELC cannot force entry into a property that we do not manage, even to stop a leak.
If you know the property above is rented, you may be able to identify the owner or letting agent through the Scottish Landlord Register.
In some older tenement buildings, water stopcocks may be located above the flat door. If your neighbours are unavailable, you may be able to turn off the water supply if you can do so safely.
If the leak is significant, cannot be contained and the occupants of the property above are unavailable, contact Edinburgh Council on 0131 608 1100 or 0131 200 2000 out of hours.
Please inform ELC about the leak after contacting your neighbours, and send photographs showing the damage where possible.
Locksmith & Access Emergency
If you have a serious security issue following a burglary or forced entry, treat it as an emergency and contact the appropriate emergency service.
